A study on a social welfare delivery system for the rural elderly from a perspective of provider in Heongsung

Abstract
This study aimed to understand the challenges of systems designed to deliver social welfare services to the elderly and to provide suggestions for improvements to these systems in rural areas. Both a survey and focus group interviews were conducted with those from both the public and private sectors in charge of social welfare services for the elderly in order to explore perceptions and opinions of the current delivery system. The private sector staff focus group discussed the difficulties of needs assessment and delivering services because of problematic access to the location, as well as an evaluation system focused on the tangible results or visible accomplishment. They suggested many feasible recommendations, such as developing an educational program or health-related program in the village by utilizing the educated elderly who returned from more urban areas. The focus group of staff from the public sector also mentioned some challenges. They felt that the lack of interagency networking between the public and private sectors led to doubling of the workload of both general administrative duties and social welfare services. Building a separated government system focused solely on social welfare services and constructing a computerized network system linking the private and public social welfare delivery systems were discussed as solutions.
